سخنرانی در کنفرانس افتتاحیه رؤسای پارلمان‌های کشورهای نامزد عضویت در اتحادیه اروپا در بلگراد، صربستان **** از مجلس ملی صربستان و پارلمان اوکراین برای ابتکار و برگزاری این نخستین گردهمایی رؤسای پارلمان‌های کشورهای نامزد عضویت در اتحادیه اروپا سپاسگزارم. هماهنگی تلاش‌های یکپارچه‌سازی کشورهای نامزد عضویت در اتحادیه اروپا، آن‌هم در سطح پارلمان‌های ملی، از اهمیت بسزایی برخوردار است. در حالی که دولت‌ها مذاکره می‌کنند، این پارلمان‌ها هستند که به فرآیند یکپارچه‌سازی اروپایی مشروعیت دموکراتیک می‌بخشند. به نمایندگی از پارلمان گرجستان، چند پیام را با همکارانم در میان می‌گذارم. نخست، گسترش اتحادیه اروپا، اصلی‌ترین ابزار برای دوام راهبردی آینده اروپاست. واقعیت جدید سیاسی و اقتصادی در جهان، رقابت جهانی و تحول در توزیع قدرت، همگی مستلزم تغییر رویکرد اتحادیه اروپا نسبت به گسترش است. حفظ «اروپای دژ» برای دهه‌ها، بدون گسترش، دیگر گزینه‌ای بادوام نیست. عنوان گردهمایی ما، «شکل‌دهی به آینده مشترک اروپا»، به‌خوبی این لحظه حساس را بازتاب می‌دهد: کشورهای نامزد باید به‌عنوان مشارکت‌کنندگان در فرآیند گسترش دیده شوند، نه موضوع آن. اتحادیه اروپا دیگر نمی‌تواند خود را باشگاهی انحصاری ببیند که لطف عضویت را به کشورهای نامزد اعطا یا دریغ می‌کند. برعکس، اکنون اتحادیه اروپا باید به استعاره پرتکرار خود جدی شود: «رقص تانگو دو نفر می‌خواهد». دوم، گسترش باید فرآیندی مبتنی بر شایستگی باشد. دستاوردها و شایستگی‌های هر کشور نامزد باید منصفانه، قابل پیش‌بینی و سازگار ارزیابی شود. شرایط باید روشن باشد، پیشرفت باید به‌درستی به رسمیت شناخته شود و نباید برای اهداف سیاسی، دروازه‌ها را جابه‌جا کرد. اما متأسفانه، هر از گاهی، پیش‌شرط‌های جدید و غیرقابل پیش‌بینی توسط تک‌تک کشورهای عضو اتحادیه اروپا، یا عجیب‌تر، توسط بروکسل ابداع می‌شود. این پیش‌شرط‌های غیرقابل پیش‌بینی، به‌طور مصنوعی پیشرفت کشورهای نامزد را به تأخیر می‌اندازد. بیش از واضح است که این پیش‌شرط‌ها اغلب بیشتر به باج‌گیری سیاسی شباهت دارند تا شرط‌گذاری سازنده. آن‌ها از چرخه‌های انتخاباتی اتحادیه اروپا، روایت‌های سیاسی داخلی یا اختلافات تاریخی و هویتی نشأت می‌گیرند. هیچ کشور نامزدی به‌تنهایی نمی‌تواند در برابر اهرم فشار نامتقارن یک کشور عضو که به دلایل ذهنی مانع پیشرفت می‌شود، مقاومت کند. بنابراین، ما باید در غلبه بر این موانع ناروا به یکدیگر کمک کنیم. سوم، باید از این تصور که کشورهای نامزد رقیب یکدیگرند، نه شریک، پرهیز کنیم. چنین پراکندگی‌ای ما را تضعیف می‌کند. وقتی یک‌به‌یک با مشکلات روبه‌رو می‌شویم، صدای ما ضعیف‌تر است، اهرم فشار ما کاهش می‌یابد و به تأخیر انداختن گسترش، سیاسی‌سازی آن یا تبدیلش به فرآیندی بی‌پایان آسان‌تر می‌شود. باید از تبدیل شدن قالب پارلمانی کشورهای نامزد به مجمعی برای رتبه‌بندی، پندواندرز یا وارد کردن اختلافات دوجانبه پرهیز کنیم. این قالب باید مجمعی برای همکاری عملی و ابتکارات مشترک باشد. بیانیه مشترکی که قرار است تصویب کنیم، به‌وضوح تصریح می‌کند که ما برای اتحاد گرد هم آمده‌ایم، نه برای تفرقه، و پارلمان گرجستان به‌طور کامل این پیام را تأیید می‌کند. و سرانجام، بهترین راه برای مقابله با موقعیت تضعیف‌شده ژئوپلیتیکی و اقتصادی کنونی اتحادیه اروپا، جدی‌تر عمل کردن و گسترش به مناطق راهبردی حیاتی ژئوپلیتیکی است – بالکان و دریای سیاه. به همین دلیل، اتحادیه اروپا باید گسترش را فرصتی تاریخی برای احیای خود و بازپس‌گیری رهبری جهانی ببیند، نه بار یا خیریه، آن‌گونه که برخی اغلب آن را معرفی می‌کنند. همان‌گونه که شعار ملی گرجستان می‌گوید، قدرت در اتحاد است. پس بگذارید از این گردهمایی برای شکل‌دهی به آینده مشترک اروپایی‌مان استفاده کنیم.

Speech delivered at the Inaugural Conference of the Speakers of Parliaments of EU Candidate Countries in Belgrade, Serbia **** I thank the National Assembly of Serbia and the Verkhovna Rada of Ukraine for initiating and convening this inaugural gathering of the speakers of parliaments of the EU candidate countries. It is very important that the coordination of integration efforts of the EU candidate states extends to national parliaments. While governments negotiate, it is the parliaments that give democratic legitimacy to European integration. On behalf of the Parliament of Georgia, I have several messages to share with my colleagues. First, the enlargement of the European Union is the main vehicle for Europe’s future strategic viability. The new political and economic reality in the world, global competition, and the evolving distribution of power all require EU’s changed attitude towards enlargement. Maintaining a Fortress Europe for decades, without enlargement, is no longer a viable option. The title of our gathering, ‘Shaping Europe’s Future Together’, captures this momentum well: The candidate countries must be seen as participants of the enlargement process, not its objects. The EU cannot afford any more to see itself as an exclusive club that dispenses or withholds the grace of accession to the candidate countries. To the contrary, now EU must get serious about its own overused metaphor: “It takes two to tango”. Second, the enlargement should be a merit-based process. The achievements and merits of each candidate country must be assessed fairly, predictably, and consistently. Conditions must be clear, the progress must be duly recognized, and the goalposts must not be moved for political purposes. But, unfortunately, every now and then, new and unpredictable preconditions are invented by individual EU member states, or more oddly, by Brussels. These unpredictable preconditions artificially delay the progress of the candidate states. It is more than obvious that these preconditions often resemble political blackmail more than constructive conditionality. They stem from EU’s election cycles, domestic political narratives, or from historical and identity-related disputes. No single candidate state can withstand the asymmetric leverage of an existing member state blocking progress on subjective grounds. Therefore, we must help each other in overcoming these undue obstacles. Third, we must avoid the impression that candidate countries are competitors rather than partners. Such fragmentation weakens us. When we face problems one-by-one, our voice is weaker, our leverage is reduced, and the enlargement becomes easier to delay, politicize, or treat it as an indefinite process. We should avoid the parliamentary format of the candidate countries becoming a forum for ranking, lecturing or importing bilateral disputes. It should be a forum for practical cooperation and joint initiatives. The joint declaration, which we are to adopt, clearly stipulates that we have gathered for unity, not division, and Georgian parliament fully endorses this message. And, finally, the best way to address the European Union’s currently weakened geopolitical and economic positions is to step up the game and enlarge to strategically critical geopolitical areas – the Balkans and the Black Sea. This is why, EU should see enlargement as an historic opportunity to revitalize itself and regain global leadership, and not as a burden or charity, as often presented by some. As Georgia’s national motto puts it, strength is in unity. Let us, therefore, use this gathering for the purpose of shaping our European future together.
