در نظام مجارستان، انتظار میرود رئیسجمهور و نخستوزیر با یکدیگر همکاری کنند. من از همان ابتدا چنین همکاریای را پیشنهاد کردم. با این حال، در سنتهای قانون اساسی مجارستان، کاملاً بیسابقه است که نخستوزیر بهطور مکرر، مداوم و صرفاً به دلایل سیاسی از رئیسجمهور بخواهد استعفا دهد و تهدید به عواقب کند. بهطور خاص، اینکه اگر رئیسجمهور از کنارهگیری امتناع کند، از طریق اصلاح قانون اساسی از مقام خود برکنار خواهد شد. برای من، این نشاندهنده قصد بازنویسی نظم قانون اساسی صرفاً به دلایل سیاسی است. چنین اقداماتی تهدیدی نهتنها برای نظم قانون اساسی، بلکه برای کل نظام دموکراتیک و حاکمیت قانون محسوب میشود. نه دموکراسی و نه حاکمیت قانون نمیتوانند بر پایه تهدید استوار باشند. مصاحبهای برای ولت‌ووخه. لینکها در بخش نظرات موجود است!

“Under the Hungarian system, the President and the Prime Minister are expected to cooperate. I offered such cooperation from the very beginning. That said, in Hungary’s constitutional traditions, it is entirely unprecedented for a Prime Minister to call on the President to resign – repeatedly, consistently, and solely for political reasons – and to threaten consequences. Specifically, that should the President refuse to step down, he would be removed from office through a constitutional amendment. To me, this suggests an intention to rewrite the constitutional order solely for political reasons. Such actions constitute a threat not just to the constitutional order, but also to the entire democratic system and the rule of law.
