گفتگوی پارلمانی» در لویو در دانشگاه کاتولیک اوکراین ادامه یافت. این از آن گفتگوهایی بود که واقعاً می‌توانید حس کنید جوانان با چه میزان فعالیتی در فرآیندهای شکل‌دهنده به کشور مشارکت دارند. بخش مهمی از بحث‌ها بر قانون خانواده تمرکز بود؛ حوزه‌ای که مقررات قانونی همیشه با داستان‌های شخصی، مسئولیت و نیاز به حمایت از منافع فردی مرتبط است. من از پیشنهادات ملموس در پیش‌نویس قانون مدنی جدید که امروز دریافت کردم سپاسگزارم. این دقیقاً همان قالبی است که به آن نیاز داریم: نه تنها بحث کردن، بلکه پیشنهاد، استدلال و کمک به بهبود متن. ما همچنین درباره چالش‌هایی صحبت کردیم که چند سال پیش، از حقوق مدنی سنتی دور به نظر می‌رسیدند: دارایی‌های دیجیتال، توسعه سریع هوش مصنوعی و روش‌های جدید ایجاد و تصرف در دارایی‌ها. موضوع مهم دیگر، اعتماد به دفاتر ثبت‌های عمومی و اعتبار اطلاعات موجود در آن‌ها بود. اگر دولت حقی را ثبت کند، مردم باید بتوانند به آن اطلاعات اعتماد کنند. بدون این امر، صحبت از پیش‌بینی‌پذیری در روابط مدنی و حمایت مؤثر از حقوق دشوار است. بحث در دانشگاه UCU بسیار حرفه‌ای و در عین حال، عمیق و تعگیرانه بود. آنچه به طور خاص برجسته بود، موضع قاطع شهروندی دانشجویان بود — تمایل آن‌ها نه تنها به درک اینکه قوانین جدید چگونه خواهد بود، بلکه کمک به شکل‌دهی قواعدی که کشور با آن‌ها زندگی خواهد کرد. من از دانشگاه کاتولیک اوکراین، دانشجویان و اساتید آن و تمام کسانی که در بحث عمیق و پیشنهادات ملموس مشارکت داشتند سپاسگزاری می‌کنم. این دقیقاً همان نوع بازخوردی است که ما «گفتگوی پارلمانی» را به دلیل آن برگزار می‌کنیم.

The “Parliamentary Dialogue” in Lviv continued at the Ukrainian Catholic University. It was one of those conversations where you can really feel how actively young people are engaging in the processes shaping the country. A significant part of the discussion focused on family law — an area where legal provisions are always connected to personal stories, responsibility, and the need to protect individual interests. I am grateful for the concrete proposals on the draft new Civil Code that I received today. This is exactly the kind of format we need: not only to discuss, but also to propose, argue, and help improve the text. We also spoke about challenges that only a few years ago seemed far removed from traditional civil law: digital assets, the rapid development of artificial intelligence, and new ways of creating and disposing of property. Another important topic was trust in public registers and the reliability of the information they contain. If the state records a right, people must be able to rely on that information. Without this, it is difficult to speak about predictability in civil relations and the effective protection of rights. The discussion at UCU was highly professional and, at the same time, deeply engaged. What stood out in particular was the strong civic position of the students — their desire not only to understand what the new legislation will look like, but also to help shape the rules by which the country will live. I thank the Ukrainian Catholic University, its students and faculty, and everyone who took part in the in-depth discussion and concrete proposals. This is exactly the kind of feedback for which we are holding the “Parliamentary Dialogue.”
