سخنرانی در شانزدهمین مجمع منطقهای تفلیس درباره توسعه پایدار *** مایه افتخار من است که در بحثی در سطح عالی شرکت میکنم که نمایندگان عرصههای سیاست، اقتصاد، دانشگاه و سازمانهای بینالمللی را حول یک هدف مشترک گرد هم آورده است - بررسی چالشهایی که امروزه منطقه و جهان ما با آن روبهرو هستند. مجمع امروز در محیط بینالمللی پیچیدهای برگزار میشود. معماری امنیت جهانی با آزمونی بزرگ روبهروست. رقابتهای ژئوپلیتیکی شدت گرفته، منازعات رو به گسترش است و چالشهای اقتصادی و انرژی هم بر دولتها و هم بر زندگی روزمره شهروندان تأثیر میگذارد. در چنین محیطی، توانایی یک دولت برای عمل بر اساس منافع ملی خود، ارزیابی دقیق محیط پیرامونی و اتخاذ تصمیمهای مسئولانه از اهمیت ویژهای برخوردار میشود. انتخاب گرجستان دقیقاً بر پایه چنین رویکردی استوار است. گرجستان در سیاست بینالملل با هدفمندی، عملگرایی و مسئولیتپذیری متمایز است. ما بر این باوریم که وظیفه اصلی هر دولت، تضمین امنیت، رفاه و توسعه شهروندان خود است. بر اساس همین اصل است که تحولات بینالمللی را ارزیابی میکنیم و با کشورهای سراسر جهان مشارکت میسازیم. تعهد به منافع ملی و در نظر گرفتن توزیع قدرت در عرصه بینالملل باید اصول راهنمای اصلی هر دولت باشد. مشاهده بیتوجهی گسترده به این حقیقت واقعبینانه در جهان امروز شگفتآور است، بهویژه در میان فراخوانها برای ایجاد یکدستی ایدئولوژیک و سرکوب تفکر نقادانه. میبینیم که به محض آنکه کسی با ایدئولوژی جهانی همسو شود و حقایق مطلق آن را بپذیرد، فرش قرمز برایش پهن میکنند، از او تمجید و ستایش به عمل میآید، حتی در انتخابات کمک خارجی دریافت میکند و موارد نقض حاکمیت قانون یا حقوق بشر بهآسانی نادیده گرفته میشود. در مقابل، هر کس که از قیدوبندهای ایدئولوژیک لیبرالیسم بینالمللی تبعیت نکند، انگشتخورده، حذف و تحت تعقیب قرار میگیرد. به همین دلیل است که ما بر این باوریم جهان مدرن به گفتوگوی بیشتر، احترام متقابل بیشتر و تقابل ایدئولوژیک کمتر نیاز دارد. در بستر قطبیسازی سیاسی بینالمللی، تفکر جمعی، بیتوجهی به نظر نقادانه، تحمیل محدودیتهای ایدئولوژیک و نابردباری در برابر کثرتگرایی در حال نهادینه شدن است. ما به یاد داریم که خط کلی حزب کمونیست چگونه عمل میکرد و نظرات مخالف چگونه مجازات میشدند، و تأسفبار است که امروز پدیده مشابهی را در مقیاس بینالمللی مشاهده و بازشناسی میکنیم. قابل توجه است که وقتی استدلالها کافی نباشند، سخن گفتن از جایگاه اخلاقی به گزینهای جذاب تبدیل میشود. گفتمان اخلاقیِ آکنده از هیجان احساسی، امروزه تقریباً به هنجاری در گفتمان سیاسی بینالملل تبدیل شده است. این را در برخی ارزیابیها از سیاست خارجی گرجستان نیز میبینیم. سیاست خارجی گرجستان دو هدف اصلی داخلی را دنبال میکند: احیای تمامیت ارضی گرجستان و افزایش رفاه مردم آن. بنابراین، اگر اخلاق معیار سنجش سیاست خارجی باشد، برای گرجستان سیاست خارجی اخلاقی آن است که ما را به این نتایج نزدیکتر کند، بدون آنکه کشور را به جنگ و هرج و مرج بکشاند. بخش خردمند جامعه بینالمللی که اصول بنیادین سیاست بینالملل را درک میکند، نتایج میاندوره سیاست عملگرایانه، واقعبینانه و عقلانی دولت ما را بهوضوح میبیند. از همه مهمتر، مردم گرجستان و رأیدهندگان ما نتایج سیاستهای ما را بهروشنی مشاهده میکنند. این بدان معناست که این سیاستها ادامه خواهد یافت و بدون تردید نتایج مطلوب را برای کشور ما به ارمغان خواهد آورد. اطمینان دارم که مجمع امروز نیز دقیقاً به همین نوع گفتوگوی باز، محترمانه و پرمحتوا کمک خواهد کرد. چالشهای پیش روی جهان نه به پاسخهای ایدئولوژیک از پیش آماده، بلکه به تبادل تجربیات و دیدگاههای گوناگون نیاز دارد که در نهایت ما را به تصمیمهای بهتری رهنمون خواهد شد.

Speech at the 16th Tbilisi Regional Forum on Sustainable Development *** I am honored to be part of a high-level discussion that brings together representatives from the fields of politics, economics, academia, and international organizations around a common goal - to discuss the challenges facing our region and the world today. Today’s forum is taking place in a complex international environment. The global security architecture is facing a significant test. Geopolitical competition is intensifying, conflicts are escalating, and economic and energy challenges are affecting both states and the everyday lives of individual citizens. In such an environment, a state’s ability to act according to its own national interests, accurately assess its environment, and make responsible decisions becomes especially important. Georgia’s choice is based precisely on such an approach. In international politics, Georgia is distinguished by purposefulness, pragmatism, and responsibility. We believe that a state’s primary obligation is to ensure the security, well-being, and development of its citizens. It is through this principle that we evaluate international developments and build partnerships with countries around the world. Commitment to national interests and consideration of the international distribution of power should be a state’s main guiding principles. It is astonishing to see the widespread disregard of this realistic truth in today’s world, especially amid calls to establish ideological uniformity and suppress critical thinking. We see that as soon as one adapts to the global ideology and accepts its unconditional truths, red carpets are rolled out for them, praise is lavished on them, foreign assistance is provided even in elections, and violations of the rule of law or human rights are readily overlooked. In contrast, anyone who does not conform to the ideological constraints of liberal internationalism is stigmatized, cancelled, and persecuted. That is why we believe that the modern world needs more dialogue, more mutual respect, and less ideological confrontation. In the context of international political polarization, collective thinking, disregard for critical opinion, the imposition of ideological constraints, and intolerance of pluralism are becoming entrenched. We remember how the general line of the Communist Party operated, how dissenting opinions were punished, and it is unfortunate that today we see and recognize a similar phenomenon on an international scale. It is noticeable that when arguments are lacking, then speaking from a moral pedestal becomes an appealing option. Moralizing rhetoric, saturated with emotional agitation, is becoming almost a norm in international political discourse today. We see this in some assessments of Georgia’s foreign policy as well. Georgia’s foreign policy serves two main domestic objectives: restoring Georgia’s territorial integrity and increasing the prosperity of its population. Therefore, if morality is the measure of foreign policy, then for Georgia, the moral foreign policy is the one that brings us closer to these outcomes without plunging the country into war and chaos. The sensible part of the international community, which understands the fundamental principles of international politics, clearly sees the interim results of our government’s pragmatic, realistic, and rational policy. Most importantly, the Georgian people and our voters clearly see the results of our policies. This means that these policies will continue and will undoubtedly bring the desired results for our country. I am confident that today’s forum will also contribute to exactly this kind of open, respectful, and substantive dialogue. The challenges facing the world require not ready-made ideological answers, but rather the exchange of different experiences and viewpoints, which will ultimately lead us to better decisions.
