بیانیه دفتر ساندور در خصوص درخواست از کمیسیون ونیز در ۲۹ مه ۲۰۲۶، رئیسجمهور مجارستان در خصوص وضعیت قانون اساسی که پس از انتخابات آوریل به وجود آمده و تهدیدی برای نقض بنیادین و جدی حاکمیت قانون و تفکیک قوا به شمار میرود، به کمیسیون ونیز مراجعه کرد؛ بهویژه با توجه به سازوکار حقوقی مندرج در پیشنهاد متمم هفدهم قانون اساسی که تهدیدی جدی برای ارزشهای بنیادین دموکراسی مشروطه محسوب میشود. کمیسیون ونیز در حال حاضر درخواست رئیسجمهور را در چارچوب رویه فوری بررسی میکند. در ۲ ژوئیه ۲۰۲۶، هیئتی عالیرتبه از کمیسیون ونیز از بوداپست بازدید کرد که گامی مهم در ایجاد چارچوب گفتوگو میان نهادهای حقوق عمومی مجارستان به شمار میرود. در عین حال، رئیسجمهور مجارستان خاطرنشان میکند که اگرچه دولت تمایل خود را برای همکاری با کمیسیون ونیز اعلام کرده، اما نهتنها فرصتی برای دیدار کارشناسان کمیسیون که بهطور مشخص برای اظهارنظر در این موضوع تعیین شدهاند با مقامات ذیربط فراهم نکرده، بلکه از ۶ ژوئیه ۲۰۲۶ نیز تصمیم گرفته است پیشنهاد متمم قانون اساسی را در چارچوب رویهای تسریعشده بررسی کند، بدون آنکه متعهد شود منتظر نظر کمیسیون ونیز بماند. با توجه به اهمیت استثنایی ابتکار رئیس دولت و علاقه عمومی قابل توجه پیرامون آن، دفتر ساندور، با در نظر گرفتن مشورتهای انجامشده با کمیسیون ونیز، پرسشهای ارائهشده به این کمیسیون را منتشر میکند.

Statement from Sándor Palace on its request to the Venice Commission On May 29, 2026, the President of Hungary addressed the Venice Commission regarding the constitutional situation that arose following the April elections, which threatens to result in a fundamental and serious breach of the rule of law and the separation of powers, with particular regard to the legal mechanism contained in the proposed Seventeenth Amendment to the Fundamental Law, which poses a serious threat to the fundamental values of constitutional democracy. The Venice Commission is currently examining the President’s request under its urgent procedure. On July 2, 2026, a high-level delegation of the Venice Commission visited Budapest, marking an important step in establishing a framework for dialogue between Hungary’s public law institutions. At the same time, the President of Hungary notes that, although the Government has expressed its willingness to cooperate with the Venice Commission, it has not only failed to provide an opportunity for the Commission’s experts specifically appointed to rule in the matter to meet with the relevant authorities, but has also, as of 6 July 2026, decided to consider the proposed amendment to the Fundamental Law under an expedited procedure, without undertaking to await the opinion of the Venice Commission. In view of the exceptional significance of the Head of State’s initiative and the considerable public interest surrounding it, Sándor Palace, also taking into account consultations with the Venice Commission, is publishing the questions submitted to the Commission.
